Can a buried body be exhumed and transferred to another grave?

Unless there is a compelling necessity—such as a road being built over the grave, the area being submerged under water, or the land belonging to someone who does not permit the burial of the deceased there—it is not religiously permissible to exhume a buried body for transfer to another cemetery. (İbn Âbidîn, Reddül-muhtâr, 2/237-238; Şürünbülâlî, Merâkı’l-felâh, 227; Mehmed Zihni, Ni‘met-i İslâm, 436)

Reasons such as the deceased having left a will, difficulty for relatives to visit the grave, or lack of access to the site are not considered valid excuses for transferring the grave.
