Can a person who enters the mosque while the Qur'an is being recited perform the "tahiyyat al-masjid" prayer?

When the Qur'an is being recited, a person should not occupy themselves with anything else unless necessary and should listen to the Qur'an. As stated in the verse, "When the Qur'an is recited, listen to it and be silent so that you may receive mercy." (al-A'raf, 7/204), believers are commanded to listen when the Qur'an is being recited. However, since listening to the Qur'an is a communal obligation (fard kifayah), if there are others listening, it is permissible to perform the tahiyyat al-masjid prayer.
