Can one wipe over socks worn on top of leather socks (khuffs)?

If the socks worn over the leather socks (khuffs) are thin and allow moisture to pass through to the khuffs underneath when wiped, it is permissible to wipe over them. If the moisture does not reach the layer beneath, the wiping is not considered valid. (Merghinani, al-Hidaya, 1/32)
