Do substances like paint, nail polish, lipstick, and hair gel prevent wudu and ghusl?

When performing ghusl or wudu, it is necessary to wash the required body parts so that no area remains dry. Otherwise, the ghusl or wudu is not valid. Therefore, there should not be any substance on the body or on the limbs to be washed that prevents water from reaching the skin. (Aliyyü’l-Kârî, Fethu bâbi’l-‘inâye, 1/73) However, those whose professions cause substances like paint to stick to their nails, such as painters, or mud to get under their nails, such as farmers, and similar professionals, are exempt from this. (el-Fetâva’l-Hindiyye, 1/4, 5; Ibn Abidin, Reddü’l-muhtâr, 1/154) For these individuals, things like dough, wax, glue, paint, etc., that stick to the skin or remain under the nails do not prevent wudu or ghusl. However, substances such as paint, nail polish, or lipstick, which are applied or attached to the body by choice and prevent water from contacting the skin, are not included in this concession. If such substances prevent water from reaching the body, they also prevent wudu and ghusl. These must be removed before performing wudu or ghusl. As for hair gel applied to the hair, since it does not form a layer, it does not prevent wudu or ghusl.
