Does money spent on circumcising or marrying off a poor person count as zakat?

One of the groups eligible to receive zakat is the poor. (et-Tevbe, 9/60) A person may give their zakat either in the form of the same type of wealth they possess, or in the form of other goods or cash of equivalent value. Accordingly, if the person to be married meets the conditions for receiving zakat, items they need may be given to them as zakat. The circumcision expenses of children whose guardians are poor may also be covered with the intention of zakat. However, it is preferable to give zakat directly to those in need and allow them to spend it as they wish.
