Is it permissible to wipe over bare feet?

In the Holy Qur’an, regarding ablution, it is stated: “O you who believe! When you rise for prayer, wash your faces and your hands up to the elbows, and wipe your heads, and wash your feet up to the ankles.” (al-Ma’idah, 5/6)

All schools of thought within Ahl al-Sunnah are in agreement that what is commanded in this verse—washing the face, the arms including the elbows, and the feet including the ankles—is obligatory. (Ibn Rushd, Bidayat al-Mujtahid, 1/21-22)

Hadiths that have been transmitted almost to the level of tawatur report that the Prophet and his companions washed their feet during ablution (Bukhari, Wudu’, 7, 24, 28, 38-39, 41-42 [140, 159, 164, 185-186, 191-192]; Muslim, Taharah, 3-4, 18 [226, 235]; see Kattani, Nazm al-Mutanasir, 59), which is evidence that washing the feet is obligatory. Furthermore, when the Prophet (peace be upon him) saw people who, while performing ablution, washed their feet as if wiping and water did not reach their heels, he said, “Woe to the heels from the fire!” (Bukhari, Wudu’, 27, 29 [163, 165]; Muslim, Taharah, 25-30 [240-242]). Also, when someone came to the Prophet (peace be upon him) after ablution with a dry spot left on his foot, he said to him, “Go back and complete your ablution.” (Muslim, Taharah, 31 [243]), which is further evidence that washing the feet in ablution is obligatory.

The above evidences show that it is not permissible to wipe over bare feet during ablution.
