Some fiqh sources state that cutting hair and nails, as well as cleaning the armpits and pubic area, without performing ghusl during menstruation, postpartum bleeding, or janabah is considered mildly disliked (tenzihen makruh). (el-Fetâva’l-Hindiyye, 5/358) However, there is no strong evidence for this view. In fact, other fiqh sources mention that such an evaluation is not appropriate. (Buceyrimi, Tuhfa, 1/256; Dimyati, Hashiya, 1/77-85)

Therefore, there is no objection for those who are menstruating, experiencing postpartum bleeding, or in a state of janabah to cut their hair and nails or perform armpit and pubic hygiene before performing ghusl.
